What this prototype is

A clickable HTML skeleton to validate the user experience for operational disaster response. It prioritizes decision flow (ranked lists, evidence, uncertainty) over map novelty.

Primary user flow (5 minutes)

  1. Situation → select incident, triage alerts, check trust gates
  2. Alert → validate + classify + publish (with area context tab)
  3. COP → map investigation surface
  4. Actions → assign tasks + runbooks
  5. Pack → build + publish evidence pack
  6. Briefing → gov-facing summary (published pack)

Design principles

  • Always show data freshness/latency and confidence (no hidden assumptions)
  • Make “what changed?” and “what do we do?” faster than “where on a map?”
  • Be explicit about limitations (e.g., flow inference gated by A24)
  • Truthful defaults: disabled states + watermarks when gates are unknown
