What this prototype is
A clickable HTML skeleton to validate the user experience for operational disaster response. It prioritizes decision flow (ranked lists, evidence, uncertainty) over map novelty.
Primary user flow (5 minutes)
- Situation → select incident, triage alerts, check trust gates
- Alert → validate + classify + publish (with area context tab)
- COP → map investigation surface
- Actions → assign tasks + runbooks
- Pack → build + publish evidence pack
- Briefing → gov-facing summary (published pack)
Design principles
- Always show data freshness/latency and confidence (no hidden assumptions)
- Make “what changed?” and “what do we do?” faster than “where on a map?”
- Be explicit about limitations (e.g., flow inference gated by A24)
- Truthful defaults: disabled states + watermarks when gates are unknown
